My 94 Roadster (miata) has recently started to "shudder" when decelerating
quickly to a slow speed (10mph), as if the engine is about to stall. I have
yet to change my fuel filter and was wondering if this is a likely scenario.

First thing to do is check your idle speed. A too-low base idle speed
can cause this — it seems like it almost stalls, then the automatic
idle control rescues it.
