Can anyone tell me the type of paint used on a brilliant black ’97
Miata?
I have read and received input that solid colors are not clearcoated by
Mazda, but I need to know if it is an enamle, a plastic paint, or what
in order to remove swirls and keep them off. I saw some archieve items
mentioning that the paint may be water-based. Can anyone help solve
this question?

No, you don’t. The Meguiar’s 3-step system will get the swirls out. To
keep them from recurring, encase the entire car in a solid block of
Lucite. :-)
Seriously, it’s difficult to wash a car without making swirls. If you’re a
fanatic about it, you’ll be repolishing/rewaxing about every other wash
job. Some people enjoy that. Others swear off black cars.

The black paint is non-clearcoated. I believe the bumpers are either molded in
color, or have some type of clearcoat. It might be related to the fact that
the bumpers have flex agent in them. The question about it being a waterbased
paint means nothing really. It just means that when it was sprayed on. They
used a water-based paint. Which is more enviromentally friendly with less
V.O.C.’s. Im my opinion black is the hardest color to keep looking good. But
it is the most reflective when it is nice.
