Does anybody know which heater control on ’99 Leather Package
allows coolant to flow through heater (Temp, Outlet, Fan)? It’s
probably not the fan. When starting with a winter cold engine, I’d
like to make sure the coolant stays in the block to hasten warming.

The coolant flows thru the heater core at all times on my 99. There is no
valve, just air doors.

The coolant flows through the heater core all the time. Heat is adjusted by
a plastic door in the heater that controls the amount of air going through
the heater core. To minimize heat loss from the heater core during warmup
leave the blower off and put the outside air lever in the recirc position.
With no air flowing over the heater core it will lose little heat. In this
position the inside of the car will fog over so change it to fresh before
you run into something.
